Looting during haiti and new orleans disasters but none in nashville floods and japanese earthquake?

I'm honestly curious...Could it be partly because of cultural values? (Haiti is poorer, so possibly they're used to using desperate measures to combat starvation, death, etc. Japan and Nashville are more affluent, so looting and such acts seem more foreign to them?) (or the higher emphasis on discipline/honor?)I know it's not an economic reason since the disaster was even worse in Japan than Haiti(They were in a more desperate situation due to Nuclear Reactors and more compacted cities with massively larger buildings).

There you go you answered your own question. Japan is Rich...Haiti is Poor. Cultural differences also play apart of it. Japanese are quiet, peaceful people. They are more United. Lmao that reminds me of when some stupid people in America looted over the Lakers Win Over Celtics game. Cultural differences.

Yes, it's cultural values. Though I do remind you that there was a severe amount of Looting during the Christchurch Earthquakes in New Zealand and New Zealand is a fairly affluent society
